Hello sweetie, I hate to be the bearer of bad news but this happens quite a lot when buying off the rack over bust corsets! Obviously not everyone who is a size 24 waist has the same bra size and so some will come up too big on the bust and some, like in this case, come up too small. I think this is why (from my experience at least) under busts seem to be better when not purchasing made to measure ones. You could try loosening it at the top as much as it will, perhaps use double sided sticky tape to try and avoid any 'slips', maybe if it's worn over a top it won't be so noticeable? Anyway, that's my experience (I'm similar in measurements to yourself 22/24" corset size, with 34DD in bust), someone else may have some more tips!

Roxanne is spot-on. My favourite whinge, this : you would not buy a bra based just on dress-size, so how can you buy a bra based only on waist-size?!
To be fair, you have to remember what a corset of this style ( generic C19th) is designed to do : to cinch the waist and lift the breasts, but not in the same way we are used to in modern bras. The breasts are lifted but not controlled, so they tend to spill sideways, and you're not going to get a fabulous cleavage. The larger you are cup-wise the worse this is going to be.
Stick to an underbust corset and buy yourself a nice modern strapless or balconette bra to go with, or go for a corset which has straps, which will help to push the breasts inwards and together.
