I just found this link to an article from 1922 outlining the impact of the 1913 ban on importing bird of paradise plumes in the USA:

bird of paradise feathers probably will be smuggled and sold from house to house as long as women wear them.

The article suggests that these feathers can only be obtained by birds that are "trapped or slain".
