How about making fans with tulle or net? You could bunch up material along staves to create large 'feathers', you'd just need some wood or bamboo for the staves.
I paid £90 (once you included postage) but that was a one time offer, and I believe they are now around £150 from the same person. I've made my own for around £80 but the feathers are not the best quality and so for my next pair I'm going to splash out.
Same as anything, you get what you pay for. The cheaper fans won't have the best feathers or coverage but would do for practising.www.ErisEveiller.com

Decent fans cost alots of money to make. I only use top quality feathers in my fans and spend hours putting them together. Its the age old saying..... 'you get what you pay for'!
